I'm building a webapp that converts location text into geo co-ordinates. Google's APIs works great and I doubt I would go beyond the USD200 free credits each month. However, I am not keen to have a postpaid commitment since there is no guarantee that I won't go above USD200. There does not seem to be a way to set any global limits on spending in Google Cloud either.
